Haitian man was arrested in connection with the decapitation of his brother, whose body was found in a house, officials said Thursday.
The Haitian National Police took 57-year-old Etide Defranc into custody after finding the body of his brother, Franck Defranc.
Police said Etide Defranc, was undergoing psychiatric evaluation at Police Central Directorate (DCPJ), where he was taken after his arrest.
